Terminating the Hartree-Fock iteration procedure

As described in Section 3.1, the code HFODD (v1.75r) can detect several conditions which allow to stop the iteration procedure before the predefined number of iterations is exhausted. This includes stopping after the convergence is reached, and a required stability of the solutions is obtained, as well as an early stopping of the iteration procedure which is not going to converge.
